London is about to introduce a charge for using cars


London Mayor Sadiq Khan has initiated the introduction of a fee for driving cars. It will be tied to the distance traveled and travel time.

Air pollution and the climate emergency have become a “social justice issue” around the world, Sadiq Khan says, and in London, environmental degradation is affecting the city’s poorest residents, who cannot afford to own a private car. Such a radical measure as a payment for movement should help in the fight for the environment, since the majority of motorists will switch to public transport. The main goal is to achieve carbon neutrality by 2030, The Guardian reported.

The mayor has commissioned Transport for London to develop an intelligent charging system that can take into account distance travelled, location, public transport alternatives, time of day and pollution levels. Exceptions and discounts may be made for low-income people, people with disabilities, and charities and small businesses.

Given the complexity of the task, it can be completed no earlier than 2024. However, drivers may be forced to pay even before this. Options include a daily ‘clean air charge’ for all petrol and diesel cars traveling in Greater London, or an extension of the ultra-low emission zone (Ulez) with a £12.50 daily charge for older models across the whole city, not just central ones areas. It is also possible to combine these approaches and introduce a fee for entering the city, from which electric cars and other “green” cars will be exempt.

Automotive groups have said Sadiq Khan’s anti-car ownership initiatives will create financial problems for individuals, families and businesses who own a car in London, and even for those visiting the outskirts of the UK capital. In addition, those who cannot afford an electric car will be punished for nothing.
